Not caricature so much as generalization. Not true in 100% of cases.
But it's largely descriptive of those with a vague sense that only they and those like them – people they see every day at work, on the street, in the supermarket – are real Americans.

The attitude that dares not speak its own name
People in cities should not be part of a majority
People who are somehow exotic, out of place – at least our places – should not be encouraged to vote.
So vote-by-mail during a pandemic is wrong because the wrong sort of people will vote by mail.
Real Americans do count. Its the anti-demacratic Trump fans that seem to have complications with numbers and counting.
