Arrogant perhaps. People with presidential power can appear arrogant to others, particularly if you disagree with them. Buffoon? Never, well probably never, although again if you disagree with him strongly enough you will probably think he is a buffoon and probably worse.
I stand by my comment. We have merely replaced one arrogant buffoon as president for another one now.
